Why the “4+2=?” question?
The purpose is to prevent automated programs (“bots”) from filling the city’s inbox with large numbers of (probably undesirable) messages. Not only will that waste time and taxpayer dollars, but it could cause us to miss your message.

The simple question forces these “bots” to fail in their mission to send us junk messages because they cant (yet) read the page, figure out what the question is, evaluate it and answer it.

You have probably seen similar items on other sites where some letters are hidden inside a box of graphics and you have to type them. Those things confuse and/or annoy people. They are also troublesome to solve if you have less than ideal vision.
